As Murray City School District prepares for the upcoming school year, the Board of Education took pivotal procedural steps at its August 13 meeting regarding elementary and middle school boundaries. Following the May 2026 formal initial notice considering the closure of Liberty Elementary School effective for the 2027–2028 school year, board members unanimously passed motions issuing initial notices for potential boundary realignments across several district schools.

The proposed adjustments address district-wide enrollment shifts brought on by declining birth rates and rising housing costs across Salt Lake County. Board members expressed deep empathy for the emotional impact on local families. Board Member Taeoalii noted the bittersweet reality for long-time Murray residents.

Key Boundary Proposals Under Consideration (Targeted 2027–2028)

• Grant Elementary: Consideration to adjust boundaries for students residing west of 700 West along Winchester Street who are currently assigned to Longview Elementary.

• Longview Elementary: Consideration to adjust boundaries for students residing between I-15 and State Street (5300 South to 5900 South), currently assigned to Liberty Elementary.

• McMillan Elementary: Consideration to adjust boundaries for students residing between I-15 and State Street (5300 South to 5900 South), currently assigned to Liberty Elementary.

• Parkside Elementary: Consideration to adjust boundaries for students residing north of 4500 South, between Brick Oven Way and the northern and eastern boundaries of the district, currently assigned to Liberty Elementary.  

• Middle School Alignment: Boundary realignments will ensure students from Longview, McMillan, and Parkside attend Hillcrest Middle School, while students from Grant, Horizon, and Viewmont feed into Riverview Middle School.

Opportunities for Community Input:

The district emphasizes that these motions serve as initial notices and no final decisions have been made. A Public Hearing will take place on October 1, 2026, at 6:00 PM at Liberty Elementary School. Parents can also provide feedback during public comment at the October 15 and November 12 board meetings before the final board vote scheduled for December 10, 2026. Within the week, the district will roll out an online interactive address lookup tool for families to view proposed assignments.

2. Financial Stewardship: New Business Administrator Sworn In as Bond Rates Yield Taxpayer Savings

In formal board business, Brian L. Ipson was officially sworn in as the district’s new Business Administrator by the Salt Lake County Clerk. Ipson, who formerly managed budget development at Granite School District, succeeds long-time administrator Richard Reese ahead of Reese’s formal retirement in December. The board passed a formal resolution granting Ipson full statutory authority under Utah Code § 53G-4-302 and § 53G-4-303.

The board also received an official market report on the competitive sale of the district's second tranche of General Obligation bonds. Municipal advisors highlighted that Murray City School District maintained its coveted AAA state credit enhancement rating and double-A rating from Moody's. The recent bond auction attracted 12 competitive Wall Street bids, driving the final interest rate down to approximately 3.99%.

Thanks to tight bidding and efficient project management on the Riverview Middle School and Murray High School capital improvements, the projected average property tax impact for local homeowners dropped from an initial estimate of $125–$132 per year down to under $90 per year.

3. Foundation Spotlight: Mobile Preventive Dental Pilot & Supply Drives Launch

Murray Education Foundation (MEF) Executive Director Doug Perry delivered a series of updates highlighting community generosity and innovative student wellness programs:

• Innovative Dental Hygiene Pilot: MEF has leveraged $20,000 in Light the World Giving Machine health funding to secure major seed grant backing from the CareQuest Foundation. In collaboration with Salt Lake Community College and the Utah Dental Hygienists Association, Murray will pilot a program placing an embedded dental hygienist across district schools. The program will offer free preventive care, cleanings, and digital X-rays specifically to students who are uninsured or on Medicaid, while establishing a referral network for restorative care.

• Back-to-School Supply Drives: Joint initiatives with Fox 13/Granite Credit Union and KUTV/Cypress Credit Union yielded thousands of dollars in immediate cash donations and thousands of essential supplies. Student athletes, drill team, SBO and other service clubs actively participated in the drives

• Giving Machine Impact: MEF has deployed roughly 25% to 35% of its $372,000 Giving Machine grant toward classroom grants and immediate student necessities. This includes more than 900 backpacks stuffed with essential supplies, of which 100 were distributed on registration assistance night the week before and more going out each day as schools hold their back to school activities.

4. District Operations: Food Services & Construction Progress

Meal Contract Renewal

The board voted to approve a contract amendment renewing its service agreement with Sodexo America. While inflation adjusted the district's operational meal cost by $0.08 per meal, officials confirmed that student meal prices for Murray families will remain unchanged for the 2026–2027 school year.

Murray High School Expansion

Construction teams made substantial progress over the summer. Key developments ready for the school year start include:

1. HVAC & Power: Installation of a centralized back-up generator capable of powering the entire building, paired with upgraded automated climate controls.

2. Classroom Wing: Interior millwork and carpeting completed across all three floors of the new classroom addition.

3. Facilities: Completion of modern, single-use ADA-accessible restrooms on the ground floor.

4. Traffic Flow: Front entrance reconfigurations and concrete work on the south gym border to streamline student arrival and perimeter safety.
